That's a good question. I don't know exactly, however I have them die very often. So I can conclude that this setting does not apply to them. Probably they are prescribed in the game as animals (and this setting only affects human enemies). I saw a mod somewhere in the workshop that allows you to adjust the chance of animal death, but it hasn't been updated in a while.

This is one of those few underrated must have mods for me, thank you. I absolutely abhor the entire downed on death concept - and notably, you HAVE to use custom storyteller settings to change it, which means you have to tweak all of the other values if you want to do this manually. You can't pick your difficulty level presets on the fly.

For those who hate how CE greatly increases the speed of bleeding, perhaps the solution is to also use the Non Lethal Bleeding mod (while having it below CE in your mod list)?
