Yes Steam "thinks" if there is no change in the size of the file (in regard edits within it), then it doesn't update it normally.
And then the mod shows as "outdated", even if the mod still works like yours. I got the same issue on some of my mods. They all work fine but it shows "outdated". This happen evertime if Creative Assembly updates the TW Mod launchers normally.
So no worries it should work fine even it shows "outdated".
Did not change anything to the files.
Then I don't know why your ETW crashes.

Sorry for spamming here my help suggestions on your thread. But they are also helpful for your mod users and Rome 2 players.

If the custom battle screen crashes, then please remove all files in these two folders below:
C:\Users\Yourname\AppData\Roaming\The Creative Assembly\Empire\battle_preferences
C:\Users\Yourname\AppData\Roaming\The Creative Assembly\Empire\army_setups
Both recommendations are a good start for EVERY Total War game if it crashes.
Empire Total War doesn't have a similar issue and there is no existing mod like this needed. Your crash in the custom battle screen of Empire Total War must come from another issue.
Try this:
> Open Steam > click on my games > right-click on Empire > left-click on properties > then look for the Local files tab and click on Verify the integrity of the game cache
There you can re-check the integrity of your Empire files. It takes some time, but after updating you have again all proper vanilla files.
(If you want to have a pro-tip to play outdated mods (mainly units):
- Locate the folder Steam/Steam Apps/Workshop/Content
- One of the folders (with digit numbers) is your Rome 2 TW
- inside of that are multiple folders of mods you had/have installed.
- if there is no pack and png file there is a bin file
- open the bin file with an editor and look for the corresponding mod
- now go to your Steam/Common/RomeII/Data folder
- there should be an old version of your missing mod (pack & png)
- copy (!) pack and png to the digit-folder to the bin file
- maybe do a copy of the bin file - somewhere? (I did not test this).
- start the launcher - if it displays the mod with a warning it is loaded
- try out if the game works with your 'old' mod - my Just Tribesmen - did without any problem
- carful! Outdated map changes crash the game - but then get rid of the files at the new location an it should run as normal.
This tip you use on your own risk!

CA changed the modding-folder of Rome II - what I was not aware about, till somebody knocked on my door and said: Can you please, update the Germanic Tribes mod and after 2 hours of my life-time I figuered that out. So I gave out wrong information - it is updated now and should appear in your Steam/Workshop folder like all other TW Rome 2 - mods.
Lucky you. Lucky me. :-)
Use this mod still at your own risk. I got it included in the Germanic Tribes mods and assume some other modders grabbed it as well. Fired multiple mods up together and it was all working.

@Random reader - if you see this mod not updated it does not matter. Should work. It just looks a little stupid in the launcher, that's it. This is why Swiss Halberdier is so freaking awesome. I would not say it if I don't mean it - and why do you think I do? See. :) I'll get it updated so that it looks pretty again. But that's it. There is no more magic behind the scenes going on.^^
Again a new patch and DLC have been released for Rome 2. I looked at the CB crash fix table and it seems there is no need to change or add anything. There are still only 34 rows with the prefix mp_* and your Custom Battle Crash Fix is still fully working.
Yes it works as well with patch 19.
It should still work with the new patch as there hasn't been a change to the related database table.

There is a beta-patch available and so I checked our important CB crash fix database table and so far it didn't changed in terms of the fix. :-)

As you probably heard already CA releases a new big Rome 2 DLC with a huge patch. Basically I downloaded already the pre-beta patch and so far it seems the "Custom Battle Crash Fix" table and our used values didn't changed. As I use your fix in my AUM-ROM units mod too. I will inform you asap if something needs to be changed after the release.
If there is a reason, the concerning unit modders know why, better than anybody else. :)
I had problem with mods when i add more units with + icon it crashes now it doesn't
