Report a translation problem
I hope the respective devs haven't changed the terrain again since June, as it'll be a nightmare fixing it all for the 3rd time.

Downloaded it, unpacked it using WinRAR, stuck the pbo into the steam/steamapps/common/arma3/missions folder, loaded the game, selected the scenario via the play menu and managed to play it no problem at all.
Sadly, you can't wear the clothes that the Zombies and Scientists use because of the way that Arma 3 restricts the uniforms that can be worn by the Bluefor and Opfor sides, but you could always roleplay that and pretend that their clothes don't fit you 'etc'.
I've played through it multiple times and never had any trouble with gear or weaponry yet, but if you're still getting stuck, I can post a video to show you where you're most likely to find stuff?
The very first version of Outbreak that we used on our Sentinel private server was a heavily modded survivor rescue co-op one, minus the cool loot and vehicle spawns. I liked it so much I thought "Hey, this is fun maybe I should release something like this as a single player survival horror sandbox style mission to the public." and thus Sentinel - Outbreak was born.
Have you considered putting in recruitable survivors? Maybe others trying to get home, out of the country, or maybe even a guide. Would go great if you find the BMP or somehow capture the BTR intact. Might up the ante in that case too and give some of the bandits RPGs so they are a bit more of a threat to them. One bandit a camp and maybe some lone random ones? Random vehicle (armed pickup/UAZ) and foot patrols possibly?
This one seemed to have a bit of a different flow to it starting with a pistol and finding a vehicle almost immediately down the hill from the bunker. I started both playthroughs northwest of the main airfield so was well armed pretty quickly. Being that the hangers are now the places to get mass loot.
Just throwing out ideas. Feel free to use all or none. I will be playing this more either way.
Yeah I've died while trying to climb several stairs too during testing, most of them seem to be from the ported Arma 2 buildings but I've also died from turning around and falling through the roof when standing too close to the edge of the fire station, they're annoying glitches and I'm hoping they might be fixed in a later version of AiA as they're definitely 3D model related.
The only other alternative I can think of is to add invisible walls under the stairs and on the walls/ceilings of the problem structures, but there's just so many of them, especially on maps like Chernarus.
