In compaign or in battle?
Tested just now - in battle - cap limit - 3, all 3 is recruited normally. In compaign - Vampire counts - recruit time 2 turns, could be recruited normally. Look: http:// //prntscr. com/e11ic7
Decribe the situation? What mods, whom you play, do you have drakenghof 5 lvl? It could be recruited ONLY from 5 lvl Drakenghof

Really loving your conversions! It always annoys me to see great unit mods that I can't use with radious because they are unbalanced. Keep up the great work!
