i made a script long time ago when i first came up with idea before mod
that played sound on "throw" action on unit
Optional Compatibility PBO for RDS civilians, Project opfor and APEX civs
these are inside mod so you can just moves ones you would like
thius will get you the middle east ect civs you want
Dont need to make them opfor civs will throw anyway

if civs have no other weapons they will throw these as they are grenades/smoke
i dont know if AI mods effect it shouldnt
all AI will use them like they would normal grenades

as for the "can" not doing any damage when hitting a person. i think its possible for them to work as a "projectile" in which when it hits the person it will "detonate" and kill the person. Breaking Point mod can be an example, they made items like tennis balls,bricks and books as deadly throwing weapons. though it will be awhile before they publicly release the source files..
