I looked at the file with the pact file manager, and it looks like it only effects the vanilla campaign. I have Emperor Edition and started a new campaign to see if this was the case, and the army limits where unchanged. Could you make a mod that does this for the other campaigns too?

I disagree with Killerbrothreeeightnine, i could hardly imagine empires and kingdoms limiting themselves to less than a handful of spies, let alone your definition of an army. There was only one military force made of multiple divisions with their own subunits and subunits on the subunits.
the progression of the definition through history shouldnt be limited to just a modern "army".

You should make a faction called "Third Cyrene" Which is located in cyrene and is its own faction but is a puppet of Rome since its a legion. It would have cool military researches and the families would be soldiers and stuff.

now i see how this isnt historicall y accurate because, in my opinion, imperium should have only 1 army and 1 spy (it's basically a kingdom and kingdoms can't afford very huge armies, at least in this game.)

I cannot remember the exact amount but it was enough armies. The bigger your imperium, the more armies & edicts. I know that 5 edicts is the minimum for Imperium 1 and I think it was 10 armies for impreium 1. Hope that helps :)
