Report a translation problem
Not for car mods. Cars just get dropped into the CMS2021_Data\Streaming Assets\Cars\ folder. For example, if you downloaded the \CamaroRS\ mod, it would just be a folder named 'CamaroRS' and that folder with all it's contents would just get dropped into the 'Cars' folder.
Other things that make changes to game like additional parts and game mechanics might need that 'Melon Loader' though. They should tell you in their drop down list of 'Requirements.'
Well, there's not very many of them... that's for sure. I find a lot of mods 'need' (subjective) some minor working over. Ofc, I'm a little ocd about how things line up and placement of certain items so... for others, I'm sure they're just fine. I re-work most mods--along with several game cars--using Car Editor. But, that's just me. The nice thing about Workshop (if you prefer automatic installs) is the mods get updated in your game when / if a modder updates their mod. So, Workshop probably should be everyone's first 'go-to' place for mods. I've found some cars on the web that I just couldn't get through Workshop however. There's another website that hosts a whole bunch of car mods... just don't have the link for it right this minute.
