Report a translation problem
It seems to me that it would be better that Wissenland is tied to destroying Crooked Moon. Gameplay wise, the player should be doing it anyway because Skarsnik always raids Wissenland and lorewise, surely whoever is ruling Wissenland in the stead of the Elector Countess would be more concerned about greenskins raiding his lands than if the Emperor likes tech.
I also think the "defeat Beastmen" condition should be tied to Middenland, owing to Boris' famous grudge/blood feud against Khazrak. By destroying him in battle, it would remove both a great threat to Middenland and to, in a sense, avenge Boris' eye.
Moreover, I think that the conditions for Stirland/Ostermark should be less about taking Sylvania, but more about destroying the undead. Make it so that Stirland is tied to destroying the von Carsteins, and Ostermark to destroying the Vampire Counts. Alternatively, switch the 2 around because Western Sylvania is bordering Stirland and not Eastern Sylvania.
Hochland/Talabecland is a bit tricky because they don't border any enemies. I suppose that Hochland, being a province of men famed for marksmanship and hunting, would be impressed by your armies containing large contingents of ranged units, maybe 20-30 missile infantry/cavalry across your armies. If possible, make it tied to a certain number of units being at level 9. Talabecland, bordering Kislev, would probably feel safer if you could conclude an alliance with Kislev.

It seems to me appeasing the Elector Counts should also give considerable bonuses to confederating them. Gameplay wise, I'd much rather take their lands and develop them in the way I want. Storywise, it reflects Karl Franz's growing authority, such that the counts let him have a greater say in how their lands are run, as opposed to the feudal model where the elector counts are still essentially independent in how they build their armies and settlements.
regarding your suggestions for conditions: those are simialr to what I originally intended. However I altered my plan from feedback on reddit here: https://www.reddit.com/r/totalwar/comments/6y3f6t/need_the_help_of_warhammer_lore_experts_for_mod/ . I could very well change back depending on greater feedback.
Regarding confederation. I found that this was actualy already pretty easy in the base game & as such didn't want it in the scope of my mod. At the very least though, this mod doesn't get in the way of confederation so it's still a viable option.
I absolutely love the idea - I've been playing an Empire campaign with Legitimacy and there are a few issues I have stumbled upon.
One problem is that the Elector Counts conquer each others' territories to the point where the lore is nothing but a distant memory; in my current campaign (with Legitimacy), Ostland rules the entire coast and part of Middenland. Hochland have occupied Middenheim itself, while Boris Todbringer has been relegated to the Brass Keep. If possible, maybe it could be an idea to prevent them from conquering each others' territories entirely?
I intend to imitate this feature at some point in the future.
Be at war with faction A, Defeat 3 Armies of faction A. but lose their vassal if you lose a battle to faction A.
OR maybe economic checks.
Have more then 10.000 gold in back and have all your regions owned at 50+ Happiness, but if region happiness falls to negative at the same time as less then 3.000 gold in bank at any point you lose them as vassals (basically a check of how good of a Leader for the empire you are).
not sure if these are possible, but these are more interesting imo and make it fluid through the campaign and engageing.
It seems to me that having the Emperor fully occupy land adjacent to (already suspicious) Elector Counts is incongruent with the loreful approach. The land should be left to Stirland and Ostermark to occupy, but the Emperor (player) encouraged to first ally with the two provinces, and to then engage in a war with the VC and defeat them in battle conclusively. I think this would apply to Nordland also. Why would a province that is so hostile to the idea of Karl Franz being Emperor accept his physical occupation of a vast tract of land beside their own provinces?
[New feature] Resurrecting dead Empire factions would also be nice.
