One of the most needed mod EVER, if it is doing what I think.....we need the possibility to have for recruitment the whole pletora of units, even the low tier ones, throw the entire game. Because they are much cheaper and lower upkeep and are good for defending fortified cities (as garrisons). But after I look inside the mod with PFM I don't know how this is possible with only 2 tables being modified...

You basically just delete the technology_unit_upgrades tables, add the tech requirements in a way that the unit doesn't get replaced and adjust the building requirements for some units, since legionaries for example don't have, but use the ones for the principes.

In my Attila mod I made a system where garrisons would still be upgraded, but since there aren't many upgradeable units in the game, I skipped that part.

You need to remove all of them and "overwrite" the vanilla files, otherwise units would still be upgraded. The unit upgrades have priority over the regular tech unlocks, and in order to remove them the table has to have no prefix assigned, that way the game knows that the modified table shouldn't be just added to the vanilla files but replace them.

Why not do this for all DLC's not only the Grand Campaign ?

Should be working for all the DLCs, tho I haven't checked wether or not it works for RotR and ED.
So, I can't believe only such a few units in Rome 2 have upgrades .........
