If I were to add something like:
SkillUpgrade_SkillUpgrades=(PerkPath="Zedternal.WMUpgrade_Perk_Gunslinger",SkillPath="Zedternal.WMUpgrade_Skill_TacticalReload")

Would it add the Tactical Reload skill to the perk that I type in?
