There are several ways a mod can affect buildings.
Unlimited Tier 4 Boshin modifies the building table directly; assuming the mod you're subscribed to also modifies the building table, it would thus likely not be compatible, due to both mods modifying the same piece of code. The mod loaded last would probably be the one who's changes appear the most.
Of course, this doesn't really matter when it's a matter of a building mod that has new buildings. Seeing as how new buildings don't affect the same buildings in this mod, both mods should, in theory, be compatible.
However, said building-cost reduction mod might modify a different table that instead applies a buff on a clan. Since it's not directly modifying the building table, it would thus be compatible with Unlimited Tier 4 Boshin or any other building mod that only affects the building table.
Something like a building mod shouldn't need to have a new game start; typically only files that do something like modify the start position of armies or add in new territories, those type of mods typically mention if they require a new game in the description though.
