Here what I think. Correct me, if you come to a different conclusion:
"SteamTurbineEnabled": false
If this option is false, then all other options are ignored, so it's easier for people that don't want to use this feature. Also helps if this feature breaks on a game update.
"SteamTurbineWattage": 850.0
Maximum wattage at optimal temperature.
"SteamTurbinePumpRateKG": 2.0
I don't really know. I guess it's the amount of gas taken (as well as liquid pumped out; there is no mass destruction/creation).
"SteamTurbineMaxSelfHeat": 64.0,
Maximum amount of self-heat from liquids pumped.
"SteamTurbineHeatTransferPercent": 0.1
Amount of heat transfered from liquid to turbine. Capped by SteamTurbineMaxSelfHeat. I guess it takes values from 0.0 to 1.0 (0.1 being 10%)
"SteamTurbineOutputTemperature": 368.15,
^^ I think this one is for the output temperature {in Kelvin} of the water? >> I think so, too.
