Minor bugs in latest version

Icons on top have a gap where spying would go (may be intentional) but the number for equipment introductions is on the Construction icon instead of Production. Looks like it hasn't allowed for the gap.

Not sure if this is a bug but it looks like Steel Mills count for factories needed by USSR's 2nd 5yr plan but Aluminium Mills do not.
