Playing as USSR. Get justification on Finland and start mobilising from Limited to General. Mobilisation is at 0.41 per day. At some time I decide to start the war anyway. A bit later I look at it is at 4.1 towards mobilisation and sticks there. Still shows 0.41 per day. Afterwards it is still stuck, I select Limited and it decreases back to Limited mobilisation.
