I've seen this issue before on some maps, but the city area seems to have ~50 of those areas.
I'm not sure why that is.
It seems to be causing a lot of lag too.
I quote :

And yes there is a little lag when you are changing from a navigation to another, however most of the lag are due to water quality reflection and details.

(PS : i'm also pretty upset by this issue that destroy a little bit the gameplay in town.)
