Due to the +1,000,000% culture conversion cost, the cost overflows to ~-2 mil dip points once the province reaches 22 dev. Then it is possible to convert the province in a day and refill the dip points to the cap. Afterwards it is possible to first spend the dip, and then to cancel the conversion (to -999 points) and restart to get back to max. +10,000% should be more than sufficient to prevent real conversion, but to be sure +100,000% should also not be able to overflow, as over 200 dev would be needed and culture conversion cost is capped at 30 dev
