I believe the mod that does this is New Weapons Dissemination Mod - Light.
Thank you for reminding me! I do need to go through these NPCs and remove their random weapons. The mod adds weapons to some NPCs which makes more sense (Bounties having good weapons), but I need to go through and "remove" them from all the NPCs like Beep and Ruka, etc. (create a new patch).
Sometimes mods go pretty overboard with just giving things out to everyone lol
If you want, you can unsubscribe/disable NWDM Light from the load order and do an "Import Game" to see if the random Meitous go away.
Let me know if it works or not too, as I may need to track down specifically which mods do this so I can patch it out easier lol

I have a save in mongrel with a dead beep that I can import to recreate him so that'll be a quick test.
Otherwise I'll just get rid of those cheaty weapons but keep playing with the dissemination mod until you have a patch.
I also got a meitou hammer in the hub but that's from a "bounties galore" character that decided to fight the local population. So I just chalked this one up to blind luck and kept the hammer.
The other thing is that we were discussing this in the UWE channel of the Genesis Modding Guild discord and somebody who uses your list too didn't experience this. But it may be that their world is older than the issue.

Yeah, "Biggie" is a monster if he hits you with the mace. He's a pretty hard target to try and take down without relying on Assassination to KO him. There's been a few times where I failed the KO and he immediately knocks off one of my arms with his mace lol.
If you manage to get his weapon and give it to a strong person (Tora the Fearless for example), you can do pretty insane damage yourself.

Apparently also, Atlas said they eventually would release some kind of resource pack that would contain weapon models, buildings, etc. which would be nice. Eventual end goal would be to consolidate the list down to *way* less mods total (ie. a "Roleplaying Weapon Pack" compared to like 50 individual mods lol). I could do that now, but I'd have to collect a whole lot of permissions first.
It would also help way more to have my own "versions" of these consolidated mods, so random mods don't update and change things (like giving Beep meitous lol)
One day, maybe I'll eventually do a huge consolidation
Here's an idea though. If it's not the mod that disseminates modded weapons that does it then it has to be the mod responsible for adding the "longsdhip oar" (among other weapons) in the first place that gave a meitou version to beep.
You know what mod that would be ?
Ah no problem, I can look through the list and see. There's only a few "Weapon Pack" type mods, so it should be pretty quick. I'm about to release another mod in a bit then I can take a look.

I opened it in FCS and found the beep edit (giving him a meitou longship oar):

Scrolling through the edits I found a bunch of named character edits that give them meitou weapons.

Does she also have additional weapons? I know that "New Weapon Dissemination Mod" gives her a weapon as well.
IMO these can all be removed because:
1) It's perfectly fine that not all weapon types have a version made by cross himself. It makes a lot more sense that he just never made some weapons (especially a damn boat oar) or that many were lost.
2) UWE has a meitou crafting feature if one really want to go hard trying to make a meitou oar (probably for f**king off from the continent of kenshi entirely).
Ah okay that makes sense lol. Yeah I'll probably just remove it from random travellers (at least the random boat oars and stuff)
No problem, I'll just do a quick patch for the Historical Weapons mod as well.
I don't want to fully remove weapons just in case people already have them in their inventory (for save compatibility).
So, Beep will still have his shovel but like a regular Ancient one or something lol
And even if you made them unobtainable without cheats, the instances that already exist in people's saves would be fine since the data for those objects would still be loaded from the mod.
No problem, I can probably figure something out to make it work decently well for new saves and current saves
