Because it's kind of obligatory, and at least it won't clutter up the main comment's section. Anyway, I designed this weapon to replace both the Pyro's Secondary and Melee slot, so I'd think there'd be some synergy between the two methods of play.

To kick things off, my idea is this:

Shotgun Mode:
-Has six shots
-Cannot Reload
+Faster firing rate
+Still has random crits

Melee mode:
+Melee kills completely reload the weapon's clip
-Slower attack speed
+- Melee strikes use one bullet out of the weapon's clip for bonus damage. Attacking with an empty clip causes a 15% damage penalty

What if the weapon can be switched from shotgun mode to axe mode, and vice versa, by pressing alt fire (right click), with the penalty being that it takes the secondary and melee slot, so the shotguns/flare guns and axes are replaced by having this equipped? I really like the stats you have too, as it encourages skilled melee play, and rewards the player for not W+M1-ing everything in sight. Something like this seriously needs to be in the game, and I'll do anything to help it get in the game legitimately, best of luck.
Stats (ver. 1)
Shotgun:
Pros:

+34% clip size.
+30% firing speed.

Cons:

-25% slower reload time.
-15% pellets per bullet.

Melee is an instantaneous melee attack which does 75 damage.

Stats (ver. 2)
Shotgun:
Pros:

+30% more accurate.
+15% reduction in push force taken from damage.
+35% damage to buildings.

Cons:

-30% damage penalty.
+15% fire damage vulnerability on wearer.
-25% max secondary ammo on wearer.
That's actually a really novel idea that you have! Never would've thought of it. Plus it seems like a fun play style! My idea was much more simple, basically kind of like the guns in Left 4 Dead. Right click would do a melee attack with the axe portion, and do the same dmg as the fire axe with some nerfs to swing speed, shot speed, and maybe clip.
*Replaces Secondary + Melee*

Stats for Secondary:
(+) Works like normal shotgun
(-) -Clip size ( 4/32 )

Melee:
(+) On kill: +1 clipsize (airstrike style)
(+) +25% Damage
(-) -50% slower weapon switch
Secondary Weapon:

+ Alt-Fire: to perform a Melee swing attack
- Disables your Melee Weapon.

Way I figure it, it'd give you a +50% weapon switch speed increase from secondary to melee, downside being that their other stats match the stock shotgun and axe. It may seem a direct upgrade to stock, but I believe that's balanced by cutting off two thirds of the pyro's weapon customisation.
the origaninal stats are amazing and very creative. and richard longflop, you idea IS a dierct upgrade.
Instead of stats i was thinking of adding a super cool kill taunt perhaps similar to the Demo's eyelander taunt :D

Idea:
The more you kill with the melee portion, the bloodier the Axe portion itself gets, the larger your clip is. So, it's a bit of a risk/reward system. Plus it would look cool.

Could be possible, but that'd mean another texture for the increasingly bloodied axe head, and I can't be bothered to do that
UPDATED

Pros:
Alt fire is a melee attack
On Melee hit: causes bleed for 6 seconds.
Primary fire does mini-crits to bleeding enemies

Cons:
Cannot equip melee weapon (occupies secondary and primary & melee slots)
Deals 50% less melee damage.

I think I like this one best so far. It's simple. My idea was interesting, but definitely more complicated. And it's no more OP than the flamethrower-axtinguisher combo
