A rather problematic weakness: Premium TF2, but not premium steam.

That in fact is false. It's how it used to work before the 15 days Steam Guard restriction, but that's not how it works now. If you don't believe me try it yourself, create a new account, leave Steam Guard on for 15 days and see if you can trade. You'll be greated with "You need have Steam Guard enabled for at least 15 days in order to participate in a trade" and it doesn't matter if it's the 15th day or 30th day. You need to have "premium" Steam.

The wiki is edited by the community, it might not provide fully accurate information. The author must have assumed you'd be granted the spec's automatically which is certainly not the case. What's weird is that somebody mentioned that they didn't receive the popup when they upgraded to premium, which sounds like a bug to me.

That restriction does apply to everyone, however new non-premium (Steam) accounts aren't allowed to trade regardless if they've had Steam Guard on for 15 days or not. They need to become premium AND wait another 15 days. This doesn't apply to OP because his account was created a while ago.

Yep that's why a Dota 2 invite or any cheap indie game key will do the trick.

I assumed that as well but as you can see it's not the case.

I don't know how Upgrade to Premium works, but normally when you upgrade to premium you're supposed to receive a popup asking if you were referred by someone and that someone will receive the specs.

EDIT: Also I think you cannot "send" an Upgrade to Premium gift to someone, it needs to be traded. So the game won't know who to credit for that.

That's how the system works, also it's their fault they received so many useless invites on the market. You don't have to spend 5 dollars to get premium on Steam though, anything you activate works, even if it was free.
