Edited Imperium Effects for Divide et Impera (DeI) 1.3.4

Description
This mod is now updated for version 1.3.4 of Divide et Impera!

This mod changes the following for all Imperium levels in all campaigns:

1. It removes the military upkeep and recruitment cost penalties for both armies and fleets.
I don't agree that every army and fleet should suddenly be more expensive because you captured a settlement somewhere or got a client state, which pushed you to the next Imperium level.

2. It changes public order penalties due to the local presence of foreign cultures to always be at 5% instead of going from 2% to 50%.
Why would the people in your entire faction become more angered by foreign cultures just because you grew larger? I understand that different cultures anger people, so I put it at a static value instead.

3. It removes the political action cost increase from Imperium I, and changes the increase to start at 10% from Imperium II and stop at 70% at Imperium VIII instead of going from 4% to 192%.
Again, why? Why does it cost more for someone to get married, send a child away for tutoring, or do something else that is done pretty much locally? Some actions could cost more, such as sending away a diplomat from your capital since they have to travel a larger distance. This is why I decided to lower the cost instead of removing it completely.

4. It removes empire maintenance/corruption.
Corruption, or empire maintenance as it's called in Divide et Impera, already increases as you grow, so why should it also artificially increase for no apparent reason when you increase in Imperium level?

5. I am considering if I should remove or edit the expansionism penalty, I haven't decided this yet.

Let me know what you think about this. If you have any thoughts about anything else, and if I made a mistake or missed something.

Hey Jon.

The Imperium effects have greatly improved in 1.3.4 compared to 1.3.1 in my opinion. However, after playing DeI again for a bit, I've been considering updating my mod.

I'd be glad to hear any feedback on what you think should be changed and why.

So v1.3.4 is good as it is then? I don't need this mod anymore? I am considering giving DEI another play through, it's been a while so I am just updating my mod list and removing those that are discontinued...

I was going to update this mod, but after looking at the in-game stats, it seems they have "fixed" the Imperium effects enough that this mod may no longer be needed, so I will most likely not be updating it.

Tried different mod configs, guessing this no longer works with DEI after the 1.3.2 update?
