I have good and bad news for you. The good news is that everything you've described is intentional with this mod. Please re-read the mod's description to learn about election features and how you can influence the outcome of your elections.
The bad news is that what you describe about being unable to boost voting weight is something that's mechanically not possible for me to do. Elections themselves appear to be hard coded in the game, meaning that the default democratic election interface isn't something I can alter or change- nor affect what leaders it draws from.
With regard to it drawing low-level leaders, that is true and very possible. However, there are 4 potential options when a new leader is elected: an inexperienced very young leader, a semi-experienced young leader, a moderately experienced middle-age leader, and a veteran older leader.

This one isn't necessarily incompatible, but it won't have the same modifiers as the Ethics & Civics Classic mod will have for its democratic authority.
