Report a translation problem
Hey, so I took some time today to figure it out. Turns out the mod "Pony Stuff Re-Reuploaded" was conflicting. For some reason that mod, near the top of my content mods, was overwriting leader capacity even with this at the bottom. So far it seems like there's no issue in my playset without that mod. Thanks again for the help! :)

I don't want to burden you with sifting through. I've modded games like Skyrim, and I've managed worse before this :)
Thank you for all the help! I might see what Irony says, and if it is a mod conflict I'll try to remember to let you know what the cause is.
It’s likely not a mod conflict if you placed this mod at the end (bottom) of the load order and it still didn’t work. I recommend verifying your files by going to “Steam > Library > Stellaris > Manage (gear icon) > Properties… > Local Files > Verify integrity of game files…”, this will check for corrupt game and mods files and re-download them if necessary.
Irony Mod Manager can help solve conflicts, but you need to manually sort through the conflicts which can be intimidating with the number of mods you have. Is it possible to view your mod list?

The mod doesn't work for me in singleplayer, and when I tested it at the end of the list there was no change. That means there's a conflict with some other mod in the list then, right? Does Irony help with mod conflicts?
I’ve tested this mod in multiplayer, and it worked fine for me. It sounds like you’re following conventional mod sorting order.
I’m assuming you’ve already tested this mod in a single player but if you haven’t you should verify that it not a mod conflict. Just load a single player game with your current load order and if it’s not working quit the game, put this mod at the very bottom of the load order, and restart the game. If it’s then working something below it was overwriting this mod.
If it’s working in single player but not multiplayer it could mean not everyone is using the same mods and/or using them in the same load order. I like using Irony Mod Manager because you can easily export and share playsets.
