I don't know what's the reason or if it happened after the last update or not, but for some reason Gate Guards faction (HE) is missing their flag (their armies have blank, dark-grey flag, on faction counter during AI round they have same flag as Tor Elasor and in the diplomacy panel they have an imperial crest :) )
Bisecting a modlist is very quick, particularly as this'd be apparent on selecting a campaign and not needing to start it. If you've 1000 mods in 4 restarts you'd have ruled out ~950 of them

@Dragon32 probably is but im not gonna go through all my mods to fix it, I guess I'll just hope for the author to figure out the problem until then i'll just have to play the inferior base map
Maybe it's a weird interaction with another mod? What happens for you with just this, Mixu's Unlocker, and MCT? Like I said, the options are there for me then, I know: "works for me (tm)"
Mixer works fine though as does my other 109 mods its just enabling this that hides the options
