Buildings
All buildings now work on trade offs like tax office get a negative effect on unrest and food but to counter that you can build temples theatres and courts of law that give happiness and positive unrest but they cost food and tax all buildings work like this its a balancing style of play

Manpower
assault almost double expensive ,manpower -90 modifier battle results are almost most double manpower recovery -70 but when your at peace your get plus 45 modifier manpower recovery this makes manpower a lot more important

Ideas
all ideas have been changed there very powerful like advisers in eu4

Governor policies
All policies have been totally changed for example acquisition of wealth gives a big tax and slave output bonus but a negative manpower and commerce again balancing style of play

Pop stats

Nobles
They now generate research pop promotion speed but the biggest the change they modifier the output of all pops in that province which makes them very powerful

Citizen
They now generate build costs happiness and good unrest also tax but they also has local tax modifier that give a tax boost to that province this added with the slaves in the province this makes them important for unrest and tax

Freemen
Straight foreword local defensive this means more freemen the better your forts will be and manpower

Slaves
They now generate bad unrest and tax they also give population growth meaning more slave more growth and most importantly food i will tell about food below

Trade
All trade goods have been changed completely and pops don't generate routs only markets and ports do these buildings reduce tax and manpower but are good for trade

Technology tables
Each technology table has bonuses that over time can make a great impact the focus is not on the inventions as they cost 10 points but building up the tables stats

Positive stability
stability gives massive boosts to everything in your nation but the most important is political influence war exhaustion to get better stability click stability investment but this costs tax and commerce

Negative stability
Generates war exhaustion and negative happiness and global unrest

War exhaustion
Now generates more unrest negative stability negative discipline and morale to combat this devotio and stability devotio costs tax commerce and tyranny this means its powerful at combating war exhaustion but you have to look out for tyranny and peace changes the max war exhaustion to 25 from war time of 65 and a monthly boost to exhaustion

Tyranny
Now generates negative tax commerce character loyalty civil war threshold and happiness for wrong culture group

Unrest
Now generates negative tax pop growth pop output food and state loyalty

Aggressive expansion
Now generates negative happiness for wrong culture group and army and fort costs

Province ranks

Settlement
settlement are your main food generater as slaves make food settlement give a large output to slaves

City's
City's give a negative output to slaves so if you move all your pops into the city you will have no food but city's are your main generator of money manpower and tec it give output bonus to all the other pops and population growth and buffs over all

Metropolis
Like city's but massive boost same as city's but more
War score
war score is more expensive but claims are now more stronger

Economic policies
All have been changed making them very important so dont over look them example low army cost givees tax boost but bad manpower levy size and on high better overall levy discipline moral but bad tax and commerce

Culture integration
for each integrated culture costs tax and commerce so pick your cultures

figured it out by going back in this chat to previous instruction on solving the issue:
i didnt understand what 'custom load order' meant (or to use old invictus at first, maybe put the latter and a link in the mod description so it doiesnt get lost in chat over time)
