this could be the case for the society trait aswell
I also found out what my issue was, I was trying to edit the file by using someone else's mod I just ended up creating my own and it worked, looks like you have to edit the file while in a mod so the change sticks but the only way I found that considers the editor to be in a mod is if you make your own as workshop mods don't work for some reason.
you have to change the load order of the mods, that change the same value
The added society point is a nice bonus.
