BALANCE:
Developer's Note - During testing, UStrong was used heavily. It did good damage, had fast frame data, and could kill. Not to mention, the window for jump cancels allowed for UStrong strings. So, we made the jump cancel window a lot tighter. There has been a small damage nerf, and the overall move is a lot less safe. We're hoping it's in a better spot now.

UStrong - Made the jump cancel window into a 2 frame window, preventing UStrong Strings, Window 3 lasts one frame longer, UStrong's endlag is increased to 20 frames (was 16), Final hit damage decreased (4 > 3)

FAir - First hit angle changed from 290 to 270, hitpause decreased from 6 to 4.

v1.44
- Reduced the endlag on dair by 8 frames.
- Kinetic Burst no longer has a lifespan, and will instead last until the projectile hits the platform edge. Increased its speed slightly. May need more touch ups.
- Gave F-Special a leap forwards when it’s used. Changed the hitboxes a lot, shifted the damage around (it’s still the same), increased startup frames.
- Gave F-Tilt a second, weaker hitbox.
- Make F-air hit 1 have a weak meteor hitbox so it both links better and can dragdown slightly.
- Fixed the F-Tilt animation so the smear frame appears.
- Fixed the Fair animation a little to make the hitbox sync with the swipe.
- Increased the startup frames of F-Strong from 6 to 14. Also reduced the base knockback.
- Fixed a typo in U-Special that caused a lot of problems that we couldn’t really notice.
- Replaced LoA skin with a Tifa themed skin.

Changed around the following hitboxes, mostly making them larger, adding sourspots, and shifting them around for usability reasons:
-Bair
-F-Tilt (Made the main swipe larger and then added a secondary hitbox that lasts 3 frames longer.)
- Dair (Gave it a sourspot hitbox so that opponents DI-ing up are still hit, but not spiked. Increased the size of the spike hitbox.)
- F-Special (Made the hitbox square-shaped, made it larger, and made it extend further into Penny’s sprite so that she can better cancel u-strong into it.)
- U-Air (Made the first hitbox slightly larger so that you can short hop u-air a standing opponent.)
- U-Special (Added a sourspot so that the commitment to the punch tends to result in a hit.)

BALANCE:

Jab - Jab 1 endlag reduced (16 > 12), Jab 2 endlag reduced (18 > 16), Jab 3 endlag reduced (28 > 24).

FStrong - Reduced startup from 11 frames to 9 frames, now travels 6 hsp instead of 4, BKB and Knockback scaling increased (2, 1 > 6, 1.05).

UStrong - Made the sweetspot not take over when the opponent is getting hit by the sourspot.

DStrong - Comes out on frame 7 instead of frame 8, has two less frames of endlag (24 > 22), BKB increased from 2 to 7.

Nair - Landing lag reduced from 7 to 6. Removed the little air bump it has.

FAir - Knockback scaling decreased from .75 to .65.

UAir - Damage increased from 3 to 5.

NSpecial - Now sends opponents at a 83 degree angle, has a BKB of 7 (used to be 3), increased hsp from .5 to .6.

FSpecial - Allowed the grab success to be fast fell. Comes out from 6 instead of frame 7.

DSpecial - Reduced cooldown from 30 frames to 15 frames. Now travels 8 hsp instead of 9 hsp. Air version now travels 9.75 hsp instead of 10 hsp.

USpecial - Final Kick before the spike's BKB reduced from 7 to 2, hitpause on final hit increased, altered creation frame to line up better with the animation.

Developer's Notes: FSpecial has already been looked at for a change, the move is far too strong for my liking and I rather buff her projectile than make her entire neutral revolve around hitting a single grab. Most of these changes were result of playtesting and making Penny stronger. We have quickly realized how weak she is to zoners, which was our intent, but we're trying to tone down how oppressive she is. The last thing we want is to make Yo-Yo 2: This time with a grab.

BALANCE:
JAB 1 - BKB reduced from 4 to 2.5.
JAB 2 - BKB reduced from 5 to 2.5.
JAB 3 - BKB increased from 4 to 4.5, Knockback Scaling decreased from .85 to .6, and Angle changed from 30 to 35.
