Heatwave Update
This update just features a new cosmetic and a minor nerf to the dog.

General Adjustments
= Replaced Arcade skin with Heatwave skin, complete with unique cosmetics and taunt sprite.

Balance Adjustments

- Mine now takes 20 frames before it becomes active.

Bug Fixes:
= Overclock USpecial now puts her into pratfall.
= Penny no longer keeps Overclock if she cancels during the last possible frames of start-up.

Balance Adjustment:
GENERAL:
- Hitstun Gravity increased from .5 > .53.

UAIR:
- Endlag increased from 23/31 > 23/35.

NSPECIAL:
- Hitbox size reduced.
- Moved hitbox down slightly to prevent situations where Penny can grab through plats.

FSPECIAL:
- Cooldown increased from 60 > 75.

DSPECIAL:
- Mine explosions now also affect Penny, so be careful getting close!
= Mine will now auto-det if an opponent gets close to it, regardless of charge or not.
Dev Notes - This was specifically because Tesla Mine on stage needed more counterplay to it, this should help make it more interactable. Now, if Penny has a mine ready to blast, the opponent can rush her down and either force her to parry or parry it yourself.

Dev Notes - While Penny did great and has been in a fantastic spot, it doesn't mean that she could be just a smidge better. I've spoken to many players at Riptide, some who have had experience with Penny and some who just picked up the character that weekend, and it all boiled down to a few key notes that this patch will address. With Heatwave around the corner, our goal is to give Penny some more options while also taking care of some blemishes. We know this might be a bit of a contentious patch, given how strong we've heard Penny being, but we hope the tweaks make for a more interesting character in person and in play.

Bug Fixes:
= Added a check to make sure Penny cannot grab opponents while they have super armor.

Balance Adjustments
GENERAL:
+ Max Air Speed increased from 4 > 4.25.
Dev Notes - It was a common issue brought up from base cast players that Penny can often struggle to close stocks due to strong DI from a mine confirm and not having the hitboxes to cover it. We hope this will give her just a small bump to closing stocks but not make her as wild as she was at launch.

DATTACK:
= Removed extra hitstun and additional HSP boost on Gatling.
Dev Notes - This wasn't needed to keep the move reliable but it also makes it so the opponent doesn't have extra time to DI Out of the gatling.

UTILT:
- Startup increased from 7 > 8.
+ Sweetspot knockback scaling increased from .9 > 1.
+ Tesla Mine is now launched into the air with UTilt.
Dev Notes - This was made to give Penny more options when it comes to move around her Tesla Mine. However, with the knockback scaling, we were asked to "make it kill" due to it being Snake UTilt. So, naturally, we decided to slightly buff the sweetspot and make it just a tiny bit easier to KO opponents.

UAIR:
- Endlag increased from 20/26 > 23/31.
Dev Notes - Penny's UAir has been one of her strongest tools, while we don't want to nerf it's power, we felt that making it just a bit harder to chain together would help out.

DSTRONG:
+ Normal base knockback increased from 7 > 8.
+ Overclocked knockback scaling increased from 1.0 > 1.15.
Dev Notes - By far, Penny's weakest strong. We felt the move should be just a tiny bit better at what it's meant to do.

FSPECIAL:
+ Cooldown decreased from 90 > 60.
Dev Notes - We've learned that Penny has a problem getting in, and it was a suggestion to make her projectile not as good as Zetterburn fireball but just a tiny bit better.

USPECIAL:
- Flip Cancelling into an aerial now changes the amount of pratland Penny will have based on the Landing Lag and as if the move whiffed + 4 frames.
+ USpecial now travels up faster (3.5 VSP > 4 VSP).
- USpecial now travels slower horizontally (4 HSP > 3 HSP).
- USpecial is active for 16 less frames.
Dev Notes - This is more so a minor tweak to make stronger moves like UAir have a bit more weight upon landing. As for the changes to USpecial itself, it was pretty common feedback that the move felt sluggish. To compensate for the speed increase, it now gains slightly higher height than Ori's before putting Penny into pratfall. This should make recovering as Penny a bit better while still making her recovery not useless.

DSPECIAL:
= The amount of parry stun that Penny is put in after parrying the explosion will now be 10 + the distance between Penny and you.
Dev Notes - Penny, for a while, had a lot of parry stun just for getting mine parried. While this was great for the opponent, giving them plenty of time to counter, we felt it could have been handled better. We'll be keeping an eye on this and making sure the the parry stun is reasonable for both parties.

General:
= Added default color portrait into character files for graphics ease.

Bug Fixes:
- Parrying Overclocked USpecial will now lock Penny into it, much like other USpecials in Rivals.

Balance Adjustments:
DSTRONG:
= Adjusted hitbox to better fit visual.
+ New hitbox added, functions exactly the same as the other hitbox, but now grants Penny charge like the other strongs.

DATTACK:
- Endlag increased from 9 > 10.
+ Given a short boost during Gatling to make it more reliable.

Dev Notes - This is mainly to give the move a bit more whifflag alongside making Gatling actually link a bit better.

DSPECIAL:
- Parrying any melee attack that puts Penny into Parry Stun will now disable any mine on stage, that Penny owns, for 90 frames.
