Minor tweak to the end of Recall phase auto-draw logic to handle intrigue cards

Enhancements:
1. Implemented an auto-draw at end of Recall phase for a player's starting hand (empty to 5 cards)
2. Bumped up the size of the "phase" buttons to make them a little more visible/easier to click

1. Corrected the Conspire location logic for Rival players
2. Updated the House Hagal draw/reshuffle logic to better detect when a single card is remaining
3. Tweaked the reshuffle logic to avoid reshuffling a player's hand
