Balance:
Lore of Vampires cost reduction effects all reduced to either 10 or 15%.

Removed Arkhan's extra bonuses to VMP units.
Rescaled Arkhan's existing bonuses to VMP units.
Added a third rank to Arkhan's VMP unit buff skill that adds melee defense to all VMP units.

Fixes:
Arkhan's WoM cost reduction for Lore of Vampires reduced from 30% to 20% due to issues arising therefrom.

"Balance":
Flaming attacks are now outright a detriment to combat effectiveness without sources of fire weakness. Arkhan no longer enables flaming attacks via army capstone. Instead, magical attacks are enabled at rank 3. Mannfred can get fucked, though.
Arkhan's army capstone now (lazily, proper changes will occur Soon™) provides bonuses to Arkhan's special vampire menagerie.

Balance:
Reduced effectiveness of CHD WoM cost reduction effects by half. Drazhoath ought to no longer have to worry about all spell costs being reduced to 0, as an added bonus.

Fixes:
Finished work on two Tzeentch character skill trees.
Added missing combat skills to Nurgle-aligned sorcerer lords, and Tzeentch-aligned sorcerers/sorcerer lords.
Fixed several post-battle movement effects.

Added some of the TWA10 buffs to BRT characters.

Finished fixing localization for an old DLC8 skill.
Zhatan has the correct missile weapon now (now to see if it breaks on mounts).
Altered a pair of now-redundant skill effects.
Fixed incorrect unit cap effects in use by Drazhoath.

General:
A quarter of LL's with a ranged weapon now have some secondary vortex effect as part of their weapon.
