Instead of adding a council position for paranoid ruler, we have made a leader trait instead,
Currently it adds it to all your leaders, and also adds it as a randomly appearing option when a leader levels up regardless of having the paranoid ruler civic. Finally, its icon doesn't seem to work at the moment
