Fixed bug with accessing federation journal. Changed back to allowing AI to access journal, but they do not gain or lose ticking monthly unity from +50/-50 relations with other colonies.

We have expanded the team from 2 people, Taylor and Swanky, to a team of 5, bringing on Dryhad, GalacticCactus and DoctorFosterGloster who has merged his 'Onward: New Zealand Flavour' mod with us. Consequently, this is no longer the Australian Flavour Pack, but now the Australia & New Zealand Flavour Pack!

- fixed issue where the event to spawn new zealand was not activating

- commonwealth subject type now contributes convoys to overlord (50% to match customs union, still 25% less than dominion) to help Great Britain not run out of convoys that reduce shipping lane effectiveness and your access to market

- added unique communist flag for Australia
- fixed issues with some gold events (marvellous melbourne should now scope correctly, gold rush in other country won't trigger if that country is decentralised), and adjusted the start of the eureka stockade chain
- made the states file more compatible with other mods
- returned Noongar to West Australia (aboriginal expansion is WIP)
