- castilian civil war can only trigger if either portugal or aragon are not in a regency and are monarchies
- defender nations during castilian civil war cannot take provinces anymore (attackers already couldn't)

Hotfix released:

- portugal no longer requires owning a province with a port in the indian ocean to trigger the spice monopoly triggered modifier
- norway event maps of greenland reward moved to the mission after the original one
- francisco de almeida explorer given to portugal only after push to india mission is complete
- columbus event requirements changes for portugal and castile
- adjacency between tenerife and canarias restored
- cot lvl 2 requires 20 development and cot lvl 3 requires 30 development
- reduced prestige and financial gain from exploration events
- recalculated chances of getting random development from having prosperity based on province's terrain and development
- padrao now possible to place in any non colonized coastal province as long as another padrao does not already exist in another province of the same area
- placing padrao now gives permanent claim of the province
- tweaks to paria events, castilian civil war, and portugal missions
