Updated to OWB Version 5.1!
Changes:
-changed the Power Armor technologies to add their bonuses directly to PA Equipment, now the Steel Rangers can have their cake and eat it too!
-added non-module bonuses to the PA techs that included them, so non-NSB users get a benefit from taking those techs too
-added Creature Terrain XP Doctrine techs
-fully sorted Creatures and Mutants from OWB and various other mods into the XP doctrines for compatibility purposes
-overhauled localisation
-sorted various technologies around to be cleaner
-added custom icons to the new Baggers and Withered Dogs techs
-added custom icons to the creature tech level "techs"
-integrated Tech Expansion's newly-updated changes
-rebalanced some Civilized-folder technologies

Made the Land Doctrines Terrain Tooltips look nicer and more clarified to compensate for the missing effect description which just got uglier and uglier the more units added

-Added various units from the Tech mods and some mods such as ERX to the Doctrine bonuses, now Vertibirds can move FASTER! NYAHAHAHA!
-Updated the Equipments list to be more tech mod friendly

UTCM: Fixed Vault-Tec PA not having the correct model

Patches: Removed Definition of Insanity-specific patch while getting it working, it has been replaced with a new patch that acts as a compatibility patch instead.

-Due to player feedback, the Enclave PA Reactor is now a researchable sub-technology of the APA/X01, now Chicago players don't immediately get the endgame module in multiplayer
-changed localization of a few technologies to be more lore accurate/ERX compatible
-adds innate compatibility with many submods for the XP Doctrines
-fully integrates the APA Mk4 into various files

-Gave back modules to how the OG PAR once was.

NOTE: Yes APA MK I is weaker than T-51B.

Zam Explanation for the Lore Nerds: "The T51b is the "best armor" at the end of the war and the APA Mk I is a prototype that gets improved on to make the Mk II. The T60, meanwhile, is the "best armor for generalists" and the T51b is the "Best armor possible" for Prewar."
