Notoriety alert and detection modifiers should now work as intended. Wanted "posters" will fallback to sorting by rank if no notorious soldiers are detected.

Retaliation missions, both in the base game and in LW2, are excluded from causing notoriety checks.

Refactored how soldiers are selected for wanted "posters" in missions. Enabled non-human soldiers to be selected for wanted posters.

Mod now has specific support for robotic units added to XCOM's roster, it'll treat them differently since the normal route of how the mod handles notoriety tends to break on them. Instead, they add a flat penalty of Notoriety (balanced around so that two SPARKs will earn you the first tier of notoriety).
