Finished BETA work.

-Planet generation now equal to vanilla in all ways.

- Fixed an issue with Ecumenopolis Worlds being terraformed from barren/hothouse/frozen.
- Nerfed Ecumenopolis Science building from 4/4/4 to 3/3/3
- Locked Ecumenopolis Worlds to biological species only, machine empires are no longer able to take the trait.
