i would have assumed "replace_psiamp" would have been sufficient to allow that character to use these abilities (she DOES have the psi vest equipped, because it's used in other specializations she has)... do i also need to add the vanilla "PsiAmp" tag, or am i about to bork my game?
No, there are three tiers.

This mod offers you new animations for your psi operatives and removes the Psi Amp from the game and replaces it with a Psi Underlay
And for anyone wondering, the mod works for mod classes as long as they use the default game's psi amp (rather than a new one added by a mod). I'm using this in tandem with a couple of psi classes and it looks great.
