Maybe a realistic speed only matters for people playing with traffic manager. The default 60 Kilometers/hour is only 37 Miles/hour. I set the speeds to 100 and 110 for passing lane. 100 KPH = 62 MPH, which seems like what the default speed limit was trying to do.
Also, I have no idea how the logic works for selecting lanes, but it seems to magically work if the center lane is 10KPH faster than the other lanes. I tried setting the center lane to the same speed, a much faster speed, and a slower speed than the other lanes. In all of these cases cars randomly drove down the middle of the road. But 10KPH higher = voodoo magic where only emergency vehicles drive down the middle. So awesome!
