I am using the chaos dwarfs and SFO too which also has a spererate submod and I had to put this submod above the ovn SFO chaos dwarf submod aswell

You have to start a new campaign altogether and the buildings WILL show up.
Originally, i tried to run this mod on an existing campaign, and even bumped it up as noted in the description but it didnt work. So yea, new campaign is required, and maaaaaan is this mod worth it.
This would require a new game wouldnt it?
Are you still getting that error. Im experiencing it just now and i cant do anything else with the settlement besides abandon it like you mentioned.
Just load it up and find out.
Are there any other mods that add more slots without ceasing to function should additional playable factions be added? Thank you for making yours, of course!
I'd suggest moving this mod order up the list. Like if you're using the Slyvania Elector count mod I can't remember the name of.
also...does anyone know how to edit out the stupid vampire army there? can't even beat them on normal. and on ambush.
