@bucktail0117 it is base game behavior that units in concealment won't fire and break concealment. There are mods that will change that base game behavior:

so this mod stops your units from overwatching, kinda not worth. can you add an option to still take overwatch shots and break concealment?

Or maybe trigger it at the end of the enemy turn, could also prevent reapers from using regular conceal vs shadow

Would it be possible for the mod to take effect/perform the check at the start of the players turn instead the end?
So that you have to be out of sight for a full enemy turn to evade them?

Would it be possible to add an option to apply this mechanic only to a specific ability, like Phantom? This could be a good option to modulate difficulty.

slight problem with this mod, you can't ambush enemies with overwatch.
and the "conceal after battle" mod doesn't exist for the original game anymore.
is it possible for you to make a standard version where the concealment kicks in after 2 to 3 turns or something? Because it's annoying that overwatch becomes meaningless unless you're in a direct firefight.

dont forget, Civilians are enemy because Advent Tower not fallen.
Cloaking should not work if Civilians can see Xcom.

Since you copied coded over from Restored SITREPs. You should tag this for WOTC. It won't work with vanilla XCOM 2.
