I am curious why Kamchatka and East Karelia are not considered cold water ports though.

- Increased the Port Throughput penalty to 50% (from 40%) to make it a bit more impactful.
- Added Cold Water Port to the state of Alaska (read description)
- Removed Cold Water Port from the state of Newfoundland, since the port of St John was ice-free and a key port in north Atlantic trade. Thanks to Five_x for bringing this to my attention.

- First, I wanted to keep the mod as unintrusive as possible so it is as compatible as possible
- Second, and above all, I was already satisfied with Paradox decision not to make the Hudson Bay coastal, because the Hudson strait wasn't navigable for the overwhelming majority of the year
