You could get the Rusted Pack File Manager (RPFM) and open the .pak file, it should be easy to find the table that has the technology changes and delete it. Then save it as your own filename you want to call it, and load that instead.
Bc I'm in mid game right now and I'm seeing alot of castles. I don't want to be in late game and seeing citadel bc that will f up the food supply.
There are plenty of ways in game to increase tech research rate (buildings and generals). The goal is that by the time you are doing well, your research rate gets faster because you have more provinces and have built more structures that provide you with a tech bonus, because you went for the tech that allowed you to build those structures. If you don't do that, then you prioritized other research instead, and that is not a bad thing, but it comes with sacrifices.
So, the goal being, that you end up with situations where one faction might have certain tech that another one doesn't rather than everyone having everything about halfway through the campaign. It also means that the tech choices are more consequential.
But everyone has their own opinion on what's best. I am sure you can find a mod that speeds up research, but I prefer something different.

Thanks, this mod is very appealing to me, i enjoy it way more than the original as i hate fighting against ashigaru hordes and mopping them up all the god damn time...
That said, in a game I was just playing I saw the AI both siege and attack castles at various times, so it seems to be quite varied (which is good - because it implies they are doing these things for a reason, not because they are just doing standard behavior each time).
