Also, Improved Dam (more possible locations) and Canal (seems not really powerful to me) are cool ideas, i'd like to see them

They should all look like this (with the Language tag added). Once edited the mod works like a charm.
I can not find such a phrase when I look for files in district.xml and other installation folders; Other special districts have construction restrictions within district.xml.
It works wonders and solve one of the many problems of this Civ !

Some of your ideas are very good, but you need to change the bonuses and change the nature of the bonuses back to housing and amenities. I like the tech dependencies and that pops can work as specialists, but I would allow specialialists to produce +1 food, +2 housing and +1 amenity, or something like that. And eliminate the food production and food adjacency bonuses all together. Only produce food with specialists
- +1 food for every adjacent River, Oasis, Mountain, and Lake tile.
- +0.5 food for every adjacent Farm.
I would also reduce specialists to:
- +2 Food.
Trade Routes I would also reduce to:
- +1 Food.
I'm not sure about the Water Filtration Plant, it sounds fairly powerful. I'd probably change it to:
- +2 Housing
- +4 Food
- +1 Great Scientist Point.
At current your Aqueduct provides more resources to a single city than the Industrial Zone. It also provides more Housing than a Neighbourhood, in addition to also giving Amenities. Also, does this Aqueduct still provide Fresh Water, when none is available? Also, what have you done with the Roman Bath?
