By default the submarines already have a chance of spawning these in empty inventory containers that have "autofill" inside lockers. They also spawn on wrecks etc and you can buy them in shops within campaign.
But if you really want a submarine fitted with the gun lathe you can use my campaign one.
Still works after FN update, but it requires pretty much some other mods I've made.
The file I've uploaded to discord because releasing this submarine would be too much pain to update over time since I make small changes every time I play.

Ps turning on Jukebox mod takes about 15-20 seconds on a SSD to fully initialize.
