and if a pyro airblasts it, then it teleports the pyro?
Obviously it should teleport you wherever it is thrown, but this could easily be abused without minicrits. Minicrits should be taken for 5 seconds after teleport. It also seems a little harsh for it to never replenish, it should be ready to use again in about twice or 1.5x the time it takes for a sandman to come back.
Can't we just make it like the caber, where you can only get more from a resupply cabinet?
Pros:

Teleports you to where it lands
Cannot be airblasted
+10% Velocity and effect duration for all projectiles (Sandman or Wrap Assassin's ball, Flying Guillotine, etc)

Cons:

+20% Damage vulnerability for 5 seconds after teleport
No crits or mini-crits for 5 seconds after teleport
Marked for death for 3 seconds after teleport
Scratch Flying Guillotine, since this is a secondary item. (Can't edit my last comment for some reason.)

Cannot be airblasted
Alt-fire/taunt to teleport back to respawn room

Breaks after use, (Meaning you have to get another from a supply locker)
Marked for death while active and for 5 seconds after use
Produces loud sound on teleport

Cannot switch weapons while teleporter is active

Primary fire to throw it. You teleport where it lands, it cannot be airblasted, and uses 1 charge.

Hit R to cycle between:
A random Medic
A random engineer's buildings
The nearest health pack
The nearest ammo pack
Then taunt to teleport to the chosen location, but it uses up all 3 charges

Has a limited range
Each charge takes 45 seconds to regenerate
-30 max health on wearer.
