Seems overpowered at first with all the buffs, but remember, Spies count on stalking for backstabs a lot, fleeing is harder and you can't catch up to soldiers or demos to backstab. A good counter to snipers from a distance (or with Razorback) and for thinning out enemy lines, but it makes you a terribly obvious spy and one that has trouble escaping. I but the building damage thing there because I can see a gun like that be hell for an engie
