Miscast Mod - SFO - Jack's Rebalance (2022)

So from going on the hard work of Morven and Saebbi, I've rebalanced the SFO submod slightly more after comparing the SFO tables again.

Changed stats to match SFO's miscast chances:
- Removed -15 max mana that miscast added
- Increased abilty duration delay from 0 to 10 secs
- I have not increased the duration from 20 to 30 seconds due to the increased penalties
- Added -10 leadership and resistance to magic to all miscasts that are in SFO's miscasts
- Reduced damange done to caster and surrounding units to Non AP damage of 8 and AP damage of 2. SFO is 288, but only hurts caster, and miscast SFO submod is 10 Non AP and 5 AP which I felt is just a touch too strong. So now the focus will be on smaller damage to friend and foe, but the disruption to formation and contact effect.
- Decreased radius from 25 to 20

If you notice effects aren't being applied to other mods, I'm happy to make compatibility mods for them.
