Report a translation problem
It's an issue with the base game and not (so far as anyone can tell) related to the research time. People have been reporting it for ages now. Even in unmodded playthroughs it crops up. There are two suggested fixes.
1: Either fly around for a while doing something else or just pick an out of the way spot, turn on your SETA and wait.
2: Head back to your HQ and start hitting modules with the repair laser. Some people say that doing this caused the mission to advance for them. Some as soon as they started and others after hitting multiple modules.
In my case the mission actually advanced while I was flying back to the headquarters to try the repair laser trick.
