A hyper-efficient metropolis, where only the best and brightest would thrive under the careful guidance of their corporate overlords.

But dreams rot fast when left unattended.

By the time the city’s first phase was completed—gleaming skyscrapers, AI-managed roads, automated security—the cracks were already showing. The homeless crisis skyrocketed as people from all over Japan flocked to Shin-Haven, hoping for a fresh start in the corporate paradise. What they found instead was neglect, exclusion, and brutality. Security forces patrolled only the areas owned by OmenCorp. The rest? Left to rot.

Then came the Yakuza clans, spilling in like roaches, staking their claims over the unfinished districts. Mercenary ronin, cybernetic warriors without a master, made the lawless zones their battleground. Street vendors became black-market arms dealers, and every neon-lit alleyway hid a debt collector or a back-alley cybermedic. The dream of a perfect city had become a nightmare, a neon-lit slum with only one rule: if you’re weak, you’re dead.

Today, Shin-Haven is a tale of two cities. The OmenCorp Sector remains a pristine haven of glass towers and corporate luxury. The rest of the city? An unfinished dystopian wasteland, where survival is a daily bloodsport. And OmenCorp? They don’t care. They made their profits and moved on. If the lower districts want to burn, so be it.
