Giving and Arming rockets should now be silent, as far as Yellow Alert is concerned.
Fixed a bug that prevented players from crafting more than one Elerium Nuke using the Refined Elerium item.
Use the CleanupNukeResoruces console command to fix the proving grounds project in your current campaigns.
Fixed a bug that make "disarming" effects, such as Psionic Bomb, not-so-fully disarm tactical nukes.

Changed FinalizeAbilitiesForInit hook so it doesn't touch non-rockets. Not sure why I added that in the first place.
Removed irrelevant weapon category checks.
