Fixed a config error that prevented Phosphorous and Thermobaric rockets from being upgraded into their Improved versions by Improved Rockets project.

Update to 2.0

## MINOR IMPROVEMENTS

-- All rockets will now be able to damage bleeding out units.
-- Rockets fired into Fog of War will now briefly reveal the target location so you can enjoy the explosion FX.
-- Cleaned up and reorganized configuration files.
-- Various balancing changes to some of the Experimental and Powered rockets.
-- Added slo-mo to Fire Sabot animation. By default slomo triggers only if the shot kills the target.
-- Rocket mobiltiy penalty is now displayed in Armory UI (Thanks, Rev and Reality Machina).

## NEW CONTENT

-- New Proving Grounds project: Improved Rockets. Becomes available once you purchase Elerium Rocket Launcher upgrade. Upgrades Shredder Rocket and all Experimental Rockets to Tier 3, bumping up their effectiveness.

-- New rocket: Tactical Elerium Nuke. Once you complete Improved Rockets project, a new Covert Action will appear, if you have a high reputation with one of the Resistance Factions. It will grant you a crafting component for one Tactical Nuke, crafted in Proving Grounds. This Covert Action can be completed once per faction per campaign.

-- Allied soldiers killed by Nuke's epicenter damage will not be able to bleed out.

Added a check to ensure that only Flechette Rocket is affected by cover.

Added proper explosion FX to the Acid Rocket.

New Experimental Rocket: Flechette.

An anti personnel rocket that deals high damage over a wide area, but low cover reduces damage by half, and full cover negates it completely. It's also less effective against armored targets.

Made some balancing and localization changes to Phosphorous and Acid rockets.

Added unique icons for rockets added in the previous update.
The targeting reticule will now show both average scatter and maximum scatter so you can plan your shots accordingly.

Reduced the range of most rockets by 5 tiles or so.
Added a new Experimental Rocket: Phosphorous. Sets enemies on fire and poisons them, and creates a cloud of toxic smoke.
Added a new Powered Rocket: Acid. Acid burns enemies every turn, and every time they take action or take damage from another source. Shreds armor with every application.
